To me it was often the last step in a process. I would try all sorts
of other things before I even wiped a drive. In many cases you can
reinstall WinXP without wiping the drive.
Just recently the church machine started to develop problems. I
ended up replacing the hardrive. Problem is they have refused to buy
a backup technology for their main machine. Was able to save them
their data and get back up and running, but if I charged them for my
time they would owe me a few hundred bucks.
Backups, (Hey you can buy a 500GB external drive to backup to for
less than what it used to cost for a Colorado backup tape system one
of the most unreliable systems ever made) must be done. With a good
back up recovering from a wiped harddrive would not be bad.

computers in for repair are getting upset because of the problems not
getting solved, or the problems are being solved, but in such a brute
force manner that they lose everything on their hard drive as a means
of solving the problem. Just to wipe the HD is often a convenient a
quick way to settle an issue and still make money. Just about any
computer repair facility will have, somewhere on the receipt that
they had you when you drop off the computer, something to the effect
that your signature grants them the privilege of wiping your hard drive.
Unfortunately, this approach is all too often step one of a one step
repair process.
