Ah, specifics! The quality of answers always improves with specificity. Display the document properties in your reader. This will tell you what software was used to create the documents. Compare the documents you can read to the ones you can't read. Properties can also tell you about improperly embedded fonts, which could be the problem. Tell the county they failed to properly test the files before making a software or computer configuration change. The sooner you tell them the better. They need to fix what is broken and probably will need to recreate all the defective files. You are doing them a favor. If the files are defective there is a good chance that some time in the future they will become unreadable in more readers and more computers.
