It is true that all to often IT forgets that they exist to serve the
users, not the other way around.
Unfortunately all too often Senior management forgets that IT can add
to the bottom line, not just be a cost of doing business, and freezes
them out until too late in the process.
When the latter happens, they get either IT management that focuses
on protecting their budget and on avoiding any responsibility that
might make them look bad, or folks that get tired of fighting and leave.
