The main reason to get one in Europe is to
have it unlocked from the start.

When I was looking over phones during my stay in France I was informed that the
rule was: locked for the first 6 months, then French law insists that they must
be unlocked. That 6 month wait when I was there less than a month made me tough
it out.

That rule is for phones that you get with a contract. I asked about
unlocked phones in Perpignan. Pay full price, and the phone is unlocked.
Maybe not where you were on the west coast. We shopped at Carrefour.
