There are different speeds/ price ranges of DSL usually available and it is possible that something only needs to be fixed/ repaired with yours. DSL isn't necessarily slower than cable.

Also I am confused about why moving your mail to the web would have improved the horrid connection situation ... actually if you had a poor internet connection that would normally be a reason for using a local email client on the machine rather than webmail. That way only the downloading and sending would be affected and not everything. (your manipulation of your mail store and writing of mails...etc )

Maybe *your* DSL is horrid, but it is technically a superior way to deliver data. Maybe you need to get something fixed?
