Yes. In this respect it's doing exactly the same as RequestPassphrase
method call, i.e. it doesn't change the state of the service. The state
has already been changed to idle earlier. This part of the code only
provides the API conforming to doc/agent-api.txt.

This patch doesn't address that feature, and so it is keeps it
intentionally as it was before. Creating a new active state for a
service is a task of another patch set, I suppose.
