Really, ignore the server-manager. domains.txt is built from entries in the
hosts and domains databases. If entries are added, removed, or changed,
domains.txt should be re-expanded.
The reason it should be done on deletion is obvious, I think. Adding a domain
will result in a change to domains.txt if you've done "config setprop
letsencrypt configure (all|hosts|domains)".
My point is that these events should result in the template being expanded--I
realize that probably isn't clear from the caption of the bug; I'll edit that
shortly.
