Because it isn't a kernel they have tested. Contrary to popular rumour,
Mandrakesoft is not a bucket shop. They have serious grade enterprise
clients who would not be very happy with a kernel created recently by a
non-Mandrakesoft employee becoming the default.

Very simple rules. Stuff maintained by a Mandrakesoft employee and which
Mandrakesoft are willing to guarantee support for goes in main.
Everything else goes in contrib or plf. Simple enough for you?
