You are correct.   My apologies.

But:

1.  the kde2 kpackage will only load as root (in kde1 anyone could
load it),

[ron@CO3000655-A ron]$     

2.  the kde2 kpackage will not accept drag and drop of an RPM from a
user Konqueror window.
RPMs are most usually installed by drag and drop to kpackage - to
lose this capability would be a serious retrograde step and make any
claim of upward compatibility kde1 to kde2 an untruth.
