I am speaking of APIC, as far as I know APM is still
used as the default power manager as ACPI is still
immature in Linux.

The defualt kernel does not even enable ACPI and in
the recent past did not enable APIC. Unfortunately,
APIC is enabled in the current kernel and it is
creating havoc among some laptop users (especially
Dell users). There is supposed to be a way of
disabling it on bootup append=noapic, but this does
not resolve the problems with the laptops.
