There is no need for a Requires or BuildRequires to be on perl-Razor-Agent for spamassassin.
a) Razor isn't required to use spamassassin, it's an option. b) To get Razor support you don't have to have it installed when you build. If Razor is installed on the system spamassassin will detect this and use it.
