Just because you can use something with something else doesn't mean it
depends upon it.  Requires are there for depencies that will make
something not without it.  As a result spamassasin does not depend upon
razor.

Mail::Audit is useful to use spamassasin with but once again not
required.  You'll note there is not a Requires on Mail::Audit.
