What is the point of directory /usr/postinstall-rpm?

I must confess that I failed to examine my system this time, simply trusting 
the installer.

Then I tried to run playmidi and when It would not run, did a slocate and came 
upon this directory.

It contains a long list of uninstalled packages.

It seems to me that an installer should either install a package or leave it 
on the cdrom instead of cluttering up drive space with it.
