ADD 3 CUPS MILK AND POTATO WATER TO RUE. THIS SHOULD BE THIN BECAUSE IT WILL THICKEN AS IT COOLS. ADD MORE MILK OR WATER TO MAKE DESIRED CONSISTENCE. ADD POTATOES TO SOUP.
