Artie,the header tank should be restrained with two straps, having a 1/8
inch 
(about) fiber layer seperating the metqal strap from touching the tank.
The 
books suggests the straps should be snug, but not too tight....  The tank
is 
easily crushed if too tight.... Maybe siomeone left the straps too 
loose.....thus the tank settles down when full and drags on the
controls...

Is your panel original ?  Revised panel layout could place the control
wheels 
and shaft at a higher than normal position and cause the rubbing.?????

As to clearance ---??? I really don't know...My panel has been modofied,
so I 
can't give you my figurews, but I would thing about 1/2 " free
clearance...

You may try tightening up the straps.....
Later coupes used a tank mounted on a aaluminum mounting plate....someone 
recently posted that theior coupe, with this type tank mount had failed, 
rivets pupped out of the tank and caused leaking.
