You are paying retail price for the antenna and it sounds like around two hours' labor, which includes fabricating a doubler plate and either fabricating or purchasing a cable, plus opening up the plane and closing it later.
If you did the entire job yourself, you would pay under $100 for the antenna, $20 for the cable, fabricate the doubler out of scrap in your garage, and pay the A&P to inspect and sign off the work. Having an external antenna makes a big difference in hand-held transceiver operation - I do this in my Alon. Top or bottom doesn't make much difference in operation. If you operate a lot off grass or gravel fields, top mounting will result in longer antenna life.
