This sounds like a very reasonable price for having someone do all the
work for you. You are paying retail price for the antenna and it sounds
like around two hours' labor, which includes fabricating a doubler plate
and either fabricating or purchasing a cable, plus opening up the plane
and closing it later.

If you did the entire job yourself, you would pay under $100 for the
antenna, $20 for the cable, fabricate the doubler out of scrap in your
garage, and pay the A&P to inspect and sign off the work.

Having an external antenna makes a big difference in hand-held
transceiver operation - I do this in my Alon. Top or bottom doesn't make
much difference in operation. If you operate a lot off grass or gravel
fields, top mounting will result in longer antenna life.
