While it is very favorable to have some extra power at altitude I guess a
regular 125-150 hp continental/lycoming gas powered engine will not cut
it.


Thank you, Hartmut, for your thinking.
  One thing I should expand on is the reason against flaps.
They change the Mean Aerodynamic Chord angle of the wing
to the rest of the airframe.  The only way one can compensate
for that change is by expanding the throw of the elevator.  Thus
rendering the plane one that is NOT "Characteristically incapable 
of stalling."
