I don't think the word is "distracting." I think it's blinding! My
Skylane had a reflecting shield in the belly strobe so that forward
light was attenuated and rear light amplified. Even so, I turned off in
clouds.

There is an Advisory Circular on light placement that states how much
shadow there can be. Placement on the fuselage will add some drag, so
why not a pair of tip strobes or one in the taillight assembly and keep
the landing light on?
