Two ways to look at it. First, if you're static RPM is consistently at the

high end of the allowable range, it''s a climb prop.  If it's at the low
end, 
it's a climb prop.  If it's in the middle, it's "just right".

Or, find out what the recommended pitch is for that prop on that airframe 
with that engine.  If that's what you've got, it's normal.  Up to about 2 
inches more pitch is a cruise prop, and up to about 2 inches less is a
climb 
prop.  Don't know what the normal pitch is?  Refer to the item one.
