There are plenty of new acrilic and epoxy primers that are much better than chromate. This is not to say that your guy used one of them, though.... Also, there's nothing wrong with blankets. If you get envelopes, you need to fit them at the trailing edge at best. And running the fabric lengthwise is the way it's often done. The rib stitching or clips or whatever will prevent the sudden departure of any significant piece of fabric. I know it doesn't help the empty feeling in your wallet, however. Fabric work is within the capabilities of the average owner. This is yet another reason to find someone who will work with you to keep your airplane safe and legal.
