Wayne; Alon service bulletin 19 is the one that made the changes you described. Alon service bulletin 16 changed the vent system by putting a different fitting on the fuselage tank, adding a vent tube on the belly near the fuselage drain fitting, and the thermos bottle style wing fuel caps. There was a previous bulletin addressing the same problems which I do not remember the number. I think the engine/fuel problem was known to the factory due to them writing these bulletins.
