It means that the server implements the necessary protocol extension that allows IMAP clients to intelligently understand its folder layout, and meaningful present it to the user, in whichever way it makes sense for them.
But just because this is implemented on the server side, it does not mean that IMAP clients will magically do anything. The IMAP client must be specifically coded to use this information. The server has no control over how the IMAP client displays the folders. All it can do is provide the necessary information to the client, and it is up to the IMAP client to show the folders in some meaningful manner.
