I would think that it is wise to stick to a standard type of behavior
so that users who are familiar with the older interface (mailing
lists) will feel just as comfortable with the newer interface
(ticketing systems with email plugins).
I think it is "not wise" for you to assume that mailing lists are the
only systems which will *ever* exhibit this behavior.
Moreover, it is "not wise" for you, having recognized this behavior,
to assume that the external system will introduce this behavior without also
relying on it.
But fortunately for Binand, there is a possible work-around.
Assuming he uses Request-Tracker, he can modify the source-code in the
following files:
/usr/share/request-tracker/lib/RT/Action/SendEmail.pm (line 448):
