It was empty as I was going for the minimum config when reading
from this bullet point in the man page...

. If the file exists, but is empty, the same address becomes the
  IP address for the outgoing connection.

I took the above to mean that if ipout.206.221.219.123 was empty
then it would use the file extension as the IP to use. Maybe it's
unclear exactly what "same address" is referring to.

Nothing in reality. I was perplexed as to why it wasn't working and
was grasping at straws. Thanks for your help Bernd. My 3 domain test
system is working perfectly as expected. Sorry about being such a
drama queen but I was so keen to see this working.
