I agree it's fantastic, and there would probably be less fanatastic examples, 
but OK.

The French government would probably cease its own imperialist ventures, 
but would continue to participate to the world-market. I think there's a good 
deal of potential import elasticity, but few countries could go autarkic within 
years without a catastrophe. My guess is that, like all the regimes I know, the 
fantastic French government would still buy on the world market and will thus 
have to sell. 
The fantastic government could choose, after things have stabilized a little, to 
engage in some form of fair trade. But that would be a choice.

Sadly, I'm not aware of the imperial deeds of the dreadful R�gie Renault.

Well, I think we should not expect any sudden jump from shameful amorality to 
admirable morality from anyone. Especially if the admirable morality means 
going through voluntary shortages without preparation. 
I guess you don't expect total morality anyway. You expect them to continue to 
rape the earth, right? Or do you expect them to commit mass suicide? 
Besides, there's one famous "socialist" regime I can think of who didn't even 
cease its own imperialist ventures...
