He's designed and balanced for Pan, and already spawns there.
Uniques in Hells are pretty useless since there's no point in exploring them
(aside from Ashenzari piety). You would hardly ever meet them, and even if
you do, it's a matter of leaving the level or teleporting then taking
another stair. The role of a random branch end opponent is already taken by
the Serpent of Hell.
In Pan, many people dive instead of exploring as well but other than trying
to get the four fixed runes ASAP, there's no benefit in doing so. This
stands in contrast with Hells where you not only don't get items or
ziggurats but are also actively penalized for staying longer.
