Addendum: I've also looked into tweaking the hell lords' flavor for
Makhleb, and adding to their speech seems like it could work: just give
them the usual demon taunts plus one (relatively rare) proclamation of
the glory of Makhleb.  It would be specific to hell lords, which would
require splitting their speech off the default for &-glyph monsters,
which in turn could be used in the long term to give them other
hell-specific speech if so desired.

As for a few other hell-related issues:

1. Hell knights currently don't have Makhleb powers, but they're not
priests either, and making them so (or adding a new monster for that)
would be long term anyway, so they could be left as is for now.
Besides, "in league with the powers of Hell" may not refer to the god of
hell per se; they could serve the hell lords instead of Makhleb
directly, given the latter's treatment of player allies.

2. It's easy enough to mark some hell demons (aside from the lords) as
Makhlebites, as is already done with some abyssal demons and Lugonu.
There seem to be no altars in hell, unlike the Abyss, but that current
flavor may still work, as hell effects could be considered
demonstrations of Makhleb's power over it.  Also, some vaults with hell
entrances currently contain altars to evil gods nearby, including
Makhleb, which is fitting.

I've been putting a patch together implementing all the flavor changes
so far.  After working these last few things out, would it be suitable?
