I've been thinking about it some more, and considering that Makhleb's
servants aren't always reliable due to his chaotic nature, I wonder why
he should protect from hell effects at all.  (Besides, shielding from
damage isn't enough, as the hell effects that summon monsters can kill
you indirectly.)

However, if he's going to do so, how about taking a cue from
Cheibriados' power over the Abyss and, instead of blocking hell effects,
just slow down the rate at which they occur?

Yes, but some of the concepts sound interesting in the long term.

Yes.  However, torment messages currently mention calling on the powers
of hell.  Maybe this should be changed to powers of darkness to avoid
confusion (as Kiku's highest title is Lord of Darkness)?

This is actually Yred; Kiku just gives a "you have failed me" message.

This is an old idea, and would require expanding the ghost structure.

Wouldn't the latter cause Hell to be overflowing with ghosts at some
point if too many Makhlebites died around the same time?

Given how this discussion has expanded, the needed changes in the short
term would seem to be as follows:

* Makhleb flavor text overhaul (cosmetic)
* hell lords marked as Makhlebites (no effect other than cosmetic) and
  flavor text tweaked to match (cosmetic)
* Grinder possibly marked as Makhlebite (no effect other than cosmetic)
  and flavor text tweaked to match (cosmetic)
* Ignacio, already a Makhlebite, placement enabled (somewhere in Hells?)
* Makhleb impacts hell effects (possibly?), torment message tweaks
  (cosmetic)
