It does not surprise me. I am a data architect with a masters degree in
computer science and 10 years experience overseas and 4 in NZ, and it
has been more than a year since I have been looking for a permanent job
after I've been laid down (company collapsed). Eventually I went on my
own as independent consultant. This way I could find work, nothing
permanent though. And I think I wouldn't want a permanent position now,
it's too good this way.

My guess is jobs for highly skilled are few now and he, as myself, has
to stay in line to wait for his turn (read luck) or go independent. And
that NZ experience asked for every time may be a factor.
