Most likely queue for competitive matchmaking that Valve will run 
servers for. So players are placed on those spectator slots and once a 
spot in a team is available, they can join. It's propably made preveting 
the situation where server is full when 2 players simultaneously connect 
with matchmaking and only one can get in. So there is now 2 slots to 
gracefull join.
