A couple questions about sv_workshop_allow_other_maps:

You mentioned previously that the API keys were used to potentially rate
limit servers. Is there any more information on how this works?An example
concern, a malicious user goes into a server and starts reserving every map
in the workshop to consume unnecessary space and bandwidth on the server.

Would this count against that API key? Do the downloaded maps stay on the
server after the reservation? If it stays on the server, will they be in
the same directory as the /workshop maps (is there an easy way to delete
the maps in necessary)?
