When you connect to a server that hosts a map, it downloads it to your
clients mapfolder, or even set your own server to grab the maps from
workshop, then you turn off workshop and use the downloaded maps in
mapgroups..?
Why not use these files in LAN environment?

There is no reason to use workshop in such a restricted environment.
