One of my servers yesterday also experienced this issue and I just didn't know what to do, so I subscribed here to find out what is happening and what I can do to fix it. It is somewhat miserable, that Valve hasn't fixed this for such a long time... I am thankful for people here who are bringing up this issue and I hope it will be fixed ASAP. This needs attention.
