Definitely still unresolved as of right now. Plus, the -tcp command is client side and the problem isn't client side. I run 6 of my 7 idle clients in -tcp otherwise Steam rejects multiple instances of Steam/CS:GO running at the same time, and I can confirm that this does nothing in terms of being any type of solution to this problem.
