I don't think outlines work that way David:

reading about "taking up space?"

The sum of the widths of the vertical outlines increases the width of the inner 
blocks of the page and consequently the widens the page proper causing the page 
to throw an horizontal scrollbar. Leave the outines and reduce the widths of 
the inner blocks until the page no longer throws a horizontal scrollbar.
