I've been a member of both lists for a long time. When the wd-l list was active, I don't remember seeing "just use bootstrap" as a reply. While the participation has been down for the last couple of years (just like CSS-d), the wd-l list has been a pretty awesome place to discuss things (in past years that is). I think there's a lot of people on css-d that are also members of wd-l.
