Ok, so engineering and software development is experiencing a shortage. Just got off the phone from someone in Johannesburg begging me to tell him about *good* Java programmers willing to work for him. So it is not just Cape Town. So what is causing the shortage of good software developers? Not just Java, but in general? I don't think we can blame the universities.
