Several years ago we had a number of staff discussions on this topic and
here is what we decided.  We deliberately do not have a cell phone policy,
as cell phones are just a reality of living in today's world, plus noise in
our library comes from many sources -- children laughing, volunteers
talking, neighbors visiting with each other, tutors tutoring, etc.  We do
have a quiet room were no phones or talking is allowed, although this is 99%
self enforced.  If someone is talking really loud on their phone, we might
go over to the person and say something like "You probably don't realize but
everyone in the library can hear this very private conversation."    Beth
