All Internet users are required to read and sign a "Computer Use Agreement"
us.  The agreement prohibits downloading anything to our harddrive and/or
accessing pornography.  Whenever we catch someone doing either of these
things, we warn them that they will loose their Internet privileges for a
year if they are caught doing it again, as stated in the policy.  Happily,
we haven't had to bar anyone.

And yes, although we filter, we have had questionable pictures slip through.
On all but two occasions, these were rather trashy banner ads for porn
sites, and the patron was not truly at fault since the sites they were
searching had nothing to do with pornography.  If we actually end up ever
having to bar someone, it will be quite simple.  Since we use Library
Guardian which requires a smart card to activate the Internet terminals, all
we'll have to do is deactivate the card and make a note on the account.

Our Library is very small so any conversation could be heard by everyone.
We do have a policy against cell phone use in the Library and we enforce it
by asking patrons to please go outside.  We also have signs posted.
We do not ask people to sign out if they take a break from the computer.  We
do ask them to tell a staff member if they are taking a break as the policy
states that any computer unattended for 15 minutes will be reassigned.

While we are on the subject of computers, has anyone had to suspend Internet
privileges for patrons who download pornography to the hard drive, or surf
to sexually explicit sites?
What are your policies toward gambling over the Internet?
How can you prove someone is running a personal business from the computers
in the Library? I suspect a patron is doing this in my Library.

What about when people are using the Internet and either make or receive a
call? Do you require them to sign out on their computer if they leave it for
more than a bathroom break? We have had people go outside to talk on their
phones for 15-20 minutes and just get up and leave the computer and no one
knew for sure whether they were really gone or just outside. Same thing goes
for cigarette breaks.

We have a policy against using cell phones in the library, and ask them to
use them in the lobby outside the library itself. The board adopted this
policy after we received several complaints from other patrons. We even have
signs with a line through the cell phone picture. Doesn't mean it doesn't
happen though!

Does anyone have a policy dealing with people using cell phones in the
library?  Some people talk constantly on their cell phones while using the
public Internet or word processing terminals, and others stand at the circ
desk or PAC making calls to find out what item they were supposed to be
looking for or picking it.

Does anyone bar cell phone use in the library?  Or do you have signs that
direct patrons/customers to areas where the use is deemed acceptable?
