"noipdefault" is not the option you're after. There is evidently a tab in kppp that allows one to set pppd options. This is where the option goes.
Of course, herein lies the problem. I can configure pppd in my sleep from the commandline, but kde gui apps are another matter (I'm a gnome guy).
