There is another answer to the argument for 9mm JHP. So called "stopping
power" can be had by either a "light and fast" bullet or by a "heavy and
slow" bullet. This dates back to before the beginning of this century, to
wit, Churchill at Omdurman with his .30" Mauser when other contemporaries
chose a .476" Lancaster.

Essentially, however, a pistol in ANY calibre is a defensive weapon. Not a
weapon of first choice but a weapon of convenience. It is light, small,
easily carried and ALWAYS THERE. Something that a policeman or policewoman
can take around with them for 364 days a year until that one day when it is
needed.

But this is not England. Our police when they respond to an incident are
taking on an offensive role. They do not need a weapon that is convenient
364 days until that one day it is needed.

For most police situations in the UK the ideal weapon would be a reliable 12
bore self-loading shot gun firing a charge of AAA shot. An FN Browning
Auto-5 in 20" barrel or an Ithaca "Roadblocker" in 10 bore. Both hit hard
WITH THE VERY FIRST SHOT and are difficult to miss with.

But...it isn't modern, it isn't "Bodie and Doyle" or the latest "TV Tough
Guy" gun and it isn't..well....German. So it isn't used. I have no doubt
that most police armouries in the UK will have racks of now unused Remington
Model 870 shot guns.
