Much of their work is classified because it would be advantageous to
villains to see it, and disadvantageous to police operations (and the
public come to that) if villains did see it. An obvious example
concerns surveillance methods or rapid entry teams.
But I suspect, as recently with the Russian Navy, it takes a long time
for a secretive mindset (i.e. the British civil service) to change.

PSDB and ACPO lose sleep over the thought of 'over penetration' and
collateral injuries (and subsequent negligence claim). Maybe that's why
it's used, less likely than the other options to exit the target?

But it penetrates almost as much as FMJ, i.e. 60-odd inches
in ballistic gelatin.
I remember reading a test of the Winchester load in Gun Digest
or some other US gun rag many years ago, they couldn't comment
on how far it could penetrate because it zapped through
everything! I assume with the lighter bullet it wouldn't
go as far as 124gr but it penetrates as much as .380 FMJ.
The point is that there is no ammo made to whatever the PSDB
spec is (with the possible exception of the RG load that I
am unfamiliar with). So presumably the police just use whatever
the closest commercial equivalent is.
The Met put out to tender in the European Journal for their
ammo, it just says "9mm jacketed softpoint" no mention of
a specific type of JSP.
The PDSB spec is almost certainly an academic exercise.
