Admitedly people well trained in the procedure are less
likely to fumble a change to a different type of cartridge
but how many police are actually trained this way compared
to the numbers expected to operate with the equipment?

Well in this country at least, the mistake would likely
be between choosing a CS round over a beanbag round or
vice versa, as I don't see the police being issued
buckshot somehow.  As CS is an area weapon and you wouldn't
fire at a specific person the mistake of firing the wrong
ammunition would at worst be a bruise on the wrong person.
