just a quick question because I did not save the relevant message: can you
remind me who to write to in order to find out about ACPO funding from my
taxes? Is it the Police Authority? Where are they - Shire Hall? I think I
want to bother them, too.

Not the police authority; the police authority apparently don't have a
say (I think because the Act says relations with the police, not police
authorities), although in reality I suspect the authority could bring
them up short if they had a mind to.

Write to your police HQ, the Force Director of Finance or the equivalent
thereof.  Ask him how much and _why_.

The advantage you have here is that your local MP can generally do stuff
all as this is a Government policy decision.

Your local councillor however is a somewhat stronger position to moan about
your rate money being spent on some nebulous police organisation.

Frankly I am sure all this is getting back to ACPO, at the very least I
hope it will motivate them to write to all the Force Directors of Finance
and tell them exactly what the money is spent on.  Perhaps they do already,
but when the director of the second largest police force in the UK tells
me he doesn't have a clue, and can't find anyone who can tell him, methinks
our tax money could be better spent.
