That may be so but ACPO have recently published a national guide
to case disposal. It purports to set out rules for deciding how cases should
be dealt with in the interests of "uniformity" nation-wide.
In other words people like Douglas Hurd who forget to renew their shotgun
certificates should be dealt with in the same way as career criminals found
in possession. (Perhaps this is a poor example <g>.)
This seems to go against the common law principle that justice should be
local and a man should be judged by his peers of the same County.

PPS. Firearms offences get maximum points against them. There's a surprise.

I'm not sure but I think you'll find a lot of that is based on various
court decisions, there was one around 1992 that was in the High Court
and held that all Section 5 offences were absolute and should receive
custodial sentences.
