I recently received a very prompt, detailed and courteous reply
from the Director of Finance and Resources of North Wales Police .
He informs me that north Wales will this year pay 8956 pounds to
ACPO of which 1860 is for insurance to protect the Police Authority
from liability. (Now this is interesting - insurance against what
liability? Surely not failing to protect someone who has been
prevented from protecting themselves?)
He goes on to state that a best value review has been undertaken
which has demonstrated important benefits including a focus for
the debate and resolution of public safety, crime and disorder
issues, and a flow of advice and support to Chief Officers to
help them to be informed and effective.

Any observations?

A cynical remark about how much they spent on their firearm
training springs to mind, but I'll leave that for now.

All sounds very vague to me - what specifically have they
gotten for their money?  "A focus for debate"?  Why does it
take nine grand a year to have a debate?

"A flow of advice" - i.e. ACPO circulars which often contradict
the actual written law, and pardon me, but what are all the
civil servants at the OPPU at the Home Office there for?

North Wales is a pretty small force, nine grand is significant.

At least this guy has a vague idea what the money is for, West
Mids Police told me, and I quote: "I haven't got a clue what it
is spent on."
