Has anyone ever heard of that carbon filament "soft bomb" that's designed to spread wispy carbon filaments over power plants? I've even seen a photo of the aftermath of one of these things...

It was also in Newsweek. It's existence is well known. What
is not is it's construction, size, or effectiveness.
