Sometimes a dog can hurt their tail...For instance,
my stepson had a cocker spaniel that had been run
over and his tail was damaged and he couldn't lift
it from that point to the end.  In his case it 
wasn't so close to his body that he couldn't do
his potty, but the end of his tail never got
better.  The tail can be docked, so it won't be
in the way.  If the dog is paralyzed and he can't
use his back legs, then I could understand it...
but if it's just the tail, although docking an 
adult is an uncomfortable procedure, I'd prefer
it to putting the dog down.  BTW, my neighbor
had a golen with half of it's tail limp from 
an accident where the tail was shut in the door.
The dog died of old age....I would suggest to your
friend that she take her dog to another vet...JMO
