A broken tail will have this same symptom.
But it also could possibly be a problem in the vertebrae.
My dog actually only broke the last bone in her tail and
the entire tail hung like that. We were able to only take
the last digit off the tail and it returned to normal.
Our prayers are with you that it is not serious, please
obtain another opinion for your dogs sake.
