When you scale the watermark to a certain percentage, you have the option
to either always scale according to the long edge, according to the short
edge, or to consider the image dimensions, first.

With the scaling set to «image», a ‘Portrait’ image will be scaled to the
long edge, and a ‘Landscape’ image will be scaled to the short edge of the
image. I typically —whenever I use it— have it set to «short edge», as I
find that, when set to «image», the watermark appears disproportionately
large in ‘portrait’ images.

Try those settings and see if they can achieve what you want.
